IONAD TACAÍOCHTA OIDEACHAIS BHAILE ÁTHA LUAIN

Glacadh leis an mbunreacht seo a leanas ag an gCruinniú a reáchtáladh in Ionad na Múinteoirí, Cnoc an tSamhraidh, Baile Átha Luain, ar an 16 Aibreán, 1973. Rinneadh leasú ag an gCruinniú Cinn Bliana (CCB) a reáchtáladh ar an 17 Feabhra 2011. Rinneadh leasú breise ag an CCB ar an 15 Bealtaine 2019. Comhaontaíodh leasuithe breise a dhéanamh ag an CCB ar an 22 Meán Fómhair 2020 ar Alt 1 (Teideal agus Sainmhíniú) agus ar Ailt 5(b), 5(c), 5(d) & 5(f).

  1. TEIDEAL: Athraíodh Ionad Múinteoirí Bhaile Átha Luain go dtí Ionad Oideachais Bhaile Átha Luain ar an 8 Aibreán 1997 de réir leasaithe an CCB ar an 11 Márta 1997. Ar an 22 Meán Fómhair 2020, glacadh leis an teideal “Ionad Tacaíochta Oideachais Bhaile Átha Luain”.

An tAcht Oideachais 1998 – Alt 37:

  • San alt seo ciallaíonn ‘‘lárionad tacaíochta oideachais’’ áit ina gcuirtear seirbhísí ar fáil do scoileanna, do mhúinteoirí, do thuismitheoirí, do bhoird agus do dhaoine iomchuí eile ar seirbhísí iad a thacaíonn leo le linn dóibh a bhfeidhmeanna a chomhall ó thaobh oideachas a chur ar fáil agus ar áit í atá aitheanta chun na críche sin ag an Aire Oideachais agus Scileanna (dá ngairtear an tAire anseo feasta) de réir fho-alt (2).

  • Féadfaidh an tAire áit a aithint mar lárionad tacaíochta oideachais agus, i gcás ina n-aithneoidh an tAire áit amhlaidh, cuirfidh sé nó sí faoi deara ainm agus seoladh an lárionaid sin a thaifeadadh i gclár a choinneoidh an tAire agus a bheidh ar fáil lena iniúchadh ag daoine den phobal le linn gnáthuaireanta oibre.

  • Beidh coiste bainistíochta ag lárionad tacaíochta oideachais chun gnó agus foireann an lárionaid sin a bhainistiú.

  • Beidh coiste a bhunófar de réir fho-alt (3) ina chomhlacht corpraithe ag a mbeidh comharbas suthain agus beidh cumhacht agartha aige agus beidh sé inagartha faoina ainm corpraithe agus ní bheidh aon ábhar caingne ann in aghaidh comhalta de bhord i leith aon ní a dhéanfaidh an comhalta sin de mheon macánta agus de bhun a gcuid feidhmeanna mar chomhaltaí den sórt sin.

  • Féadfaidh an tAire aitheantas a tharraingt siar ó lárionad tacaíochta oideachais.

  • Féadfaidh an tAire, ó am go ham, rialacháin a dhéanamh maidir le gach ceann nó le haon cheann de na nithe seo a leanas:

(a) nósanna imeachta chun coistí bainistíochta a cheapadh;
(b) ceapadh foirne agus luach saothair foirne;
(c) deontais a thabhairt do lárionaid tacaíochta oideachais;
(d) faisnéis a chur ar fáil don Aire maidir le haon ní a bhaineann le hoibriú lárionad tacaíochta oideachais;
(e) rochtain, ag daoine a cheapfaidh an tAire, ar lárionad tacaíochta oideachais agus ar thaifid airgeadais agus taifid eile an lárionaid tacaíochta oideachais sin, agus
(f) cibé nithe eile a bhaineann le hoibriú lárionad den sórt sin is cuí leis an Aire.

  1. AIDHMEANNA & CUSPÓIRÍ
  1. Áit chruinnithe a chur ar fáil chun eolas agus faisnéis a scaipeadh ar gach múinteoir, go háirithe trí sheimineáir, comhdhálacha, léachtaí, díospóireachtaí agus siompóisiam a eagrú agus ar gach bealach eile faoi réir chead an Choiste.
  2. Tionscadail taighde agus thurgnamhacha a chur chun cinn agus a spreagadh i réimse an oideachais.
  3. Feidhmiú mar ionad acmhainne a ligfeadh do mhúinteoirí trealamh agus ábhair a ullmhú agus a thógáil a d’fhéadfaidís a úsáid ina scoileanna féin, agus chomh maith leis sin, éascaíocht a dhéanamh ar obair agus ábhair múinteoirí agus daltaí a chur ar taispeáint, agus taispeántas de théacsleabhair, ábhair agus trealamh a chur ar fáil.
  4. Feidhmiú mar mhodh chun oiliúint inseirbhíse a chur chun cinn.
  5. Is eagraíocht neamhbhrabúis é Ionad Tacaíochta Oideachais Bhaile Átha Luain. Má dhéantar aon bharrachas i rith bliana airgeadais, déanfar na suimeanna sin a athinfheistiú d’fhorbairt bhreise an Ionaid agus d’fhorbairt an Ionaid amach anseo.
  1. BUNREACHT

Beidh an tIonad comhdhéanta mar seo a leanas:

  1. Comhaltaí
  2. Cruinniú Cinn Bliana
  3. Coiste
  1. BALLRAÍOCHT
  1. Beidh na comhaltaí seo a leanas sa Choiste Bainistíochta (nuair is féidir):
  • Múinteoir bunscoile
  • Múinteoir iar-bhunscoile
  • Múinteoir ó choláiste tríú leibhéal
  • Ionadaí tuismitheoirí
  • Comhalta a d’éirigh as an ngairm múinteoireachta le déanaí
  • Cúig chomhalta eile ar a laghad den Phobal Oideachais

D’fhéadfaí comhaltaí breise a chomhthoghadh ar an gCoiste Bainistíochta má mheastar go bhfuil a saineolas luachmhar don Choiste Bainistíochta sin.

  1. Beidh ballraíocht ar fáil do gach múinteoir atá i scoileanna aitheanta, agus dóibh siúd ar éirigh leo cúrsa aitheanta oiliúna a chur i gcrích.
  2. Is ballraíocht é freastal ar an Ionad.
  3. Coinneofar clár comhaltaí san Ionad.
  1. CRUINNIÚ CINN BLIANA
  1. Saineofar beartas ginearálta ag an gCruinniú Ginearálta Bliantúil.
  2. Cuirfear fógra CCB chuig comhaltaí 10 lá oibre ar a laghad roimh dháta an CCB.
  3. Iarrfar ar rúin don CCB agus ar athruithe molta ar an mBunreacht 7 lá oibre ar a laghad roimh dháta an CCB.
  4. Reáchtálfar an CCB nuair is féidir nach déanaí ná an 31 Bealtaine gach bliain.
  5. Caithfidh aon chomhalta ar mhaith leo rún nó athrú a mholadh ar an mBunreacht é sin a chur i scríbhinn go dtí an Rúnaí, mí amháin roimh dháta an CCB. Beidh ainm an mholtóra agus ainm an chuiditheora san áireamh le gach rún/ athrú molta ar an mBunreacht.
  6. Cuirfear na rúin/ na hathruithe molta ar an mBunreacht, a cuireadh isteach chuig an Rúnaí, go dtí comhaltaí roimh dháta an CCB.
  7. Déanfar cinneadh ar rúin, leasuithe nó clár oibre a chuirtear faoi vóta ag an CCB trí chártaí vótála a thaispeáint mura bhfuil 5 (cúigear) chomhalta ag glacadh a n-áiteanna, agus trí chártaí vótála a thaispeáint, reáchtálfar vótáil rúnda. Déanfar ballóid rúnda ansin. Is leor tromlach simplí ach amháin i gcás athruithe ar an mBunreacht ina mbeidh tromlach 2/3 díobh siúd atá i láthair agus ag vótáil ag teastáil.

ATHLONE EDUCATION SUPPORT CENTRE

The following constitution was adopted at the Meeting held in the Teachers’ Centre, Summerhill, Athlone, on the 16th April, 1973. An amendment made was at the A.G.M. held on 17th February 2011. An additional amendment was made at the AGM on May 15th 2019. Further amendments were agreed at the A.G.M. on September 22nd 2020 to Section 1 (Title and Definition)  and Sections 5(b), 5(c), 5(d) & 5(f). 

  1. TITLE: Athlone Teachers’ Centre changed to Athlone Education Centre 8th April 1997 as per amendment A.G.M. 11th March 1997. On September 22nd 2020, the title Athlone Education Support Centre was adopted. 

Definition of the Education Support Centre as per Education Act 1998

Education Act 1998 – Section 37:

(i)        In this section "Education Support Centre" means a place in which services are provided for schools, teachers, parents, boards and other relevant persons which support them in carrying out their functions in respect of the provision of education which is recognised for that purpose by the Minister for Education & Skills (Hereafter referred to as the Minister) in accordance with subsection (2).

(ii)        The Minister may recognise a place as an Education Support Centre and where the Minister so recognises a place he or she shall cause the name and address of that centre to be entered in a register maintained by the Minister and available for inspection by members of the public during normal working hours.

(iii)       An Education Support Centre shall have a Management Committee, to manage the business and staff of that centre.

(iv)       A committee established in accordance with subsection (3) shall be a body corporate with perpetual succession and with power to sue and may be sued in its corporate name and no action shall lie against a member of a board in respect of anything done by that member in good faith and in pursuance of their functions as such members.

(v)       The Minister may withdraw recognition from an Education Support Centre.

(vi)      The Minister may, from time to time, make regulations relating to all or any of the     following matters:

  • Procedures for the appointment of Management Committees;

  • The appointment and remuneration of staff;

  • The making of grants to Education Support Centres;

  • The provision of information to the Minister on any matter relating to the  operation of Education Support Centres

  • Access to an Education Support Centre and to the financial and other records of that Education Support Centre by persons appointed by the Minister, and

  • Such other matters relating to the operation of such Centres as the Minister considers appropriate.

 

  1. AIMS & OBJECTIVES

  1. To provide a meeting place for the dissemination of knowledge and information to all teachers, especially by the organisation of seminars, conferences, lectures, debates and symposia and by all other means subject to the approval of the Committee.

  2. To promote and encourage research and experimental projects in the field of education.

  3. To act as a resource Centre which would enable teachers to prepare and construct equipment and materials for use in their own schools and in addition to facilitate the display of teachers’ and pupils work and materials and to provide for a display of textbooks, materials and Equipment.

  4. To act as a means of and to promote in-service training.

  5. Athlone Education Support Centre is a not-for-profit organisation. In the event of any surplus being accrued through a financial year, these sums will be reinvested for the further and future development of the Centre. 

  1. CONSTITUTION

The Centre shall be constituted as follows:

  1. Members

  2. Annual General Meeting

  3. Committee

 

  1. MEMBERSHIP: 

  1. The Management Committee will (where possible) comprise of:

  • A primary teacher

  • A post primary teacher

  • A teacher from a 3rd level college

  • A parents’ representative

  • A recently retired member of the teaching profession

  • A minimum of 5 other members of the Education Community

Additional members may be co-opted to the Management Committee if their expertise is deemed to be of value to that Management Committee

  1. Membership shall be open to all teachers serving in recognised schools and also to those who have successfully completed a recognised course of training.

  2. Attendance at the Centre shall constitute membership.

  3. A register of members shall be retained in the Centre 

 

  1. ANNUAL GENERAL MEETING

  1. General policy shall be defined by the Annual General Meeting. 

  2. Notice of A.G.M. shall be sent to members at least 10 working days before the date of the A.G.M. 

  3. Motions for the AGM and proposed alterations to the Constitution shall be invited at least 7 working days before the date of the AGM.

  4. The A.G.M. shall be held when possible no later than May 31st each year.

  5. Any member wishing to propose a motion or alteration to the Constitution shall send same in writing to the Secretary, one month before the date of the AGM. Included with each motion/proposed alterations to the Constitution, shall be the name of the proposer and the seconder. 

  6. The motions/proposed alterations to the Constitution submitted to the Secretary shall be sent to members before the date of the AGM. 

  7. Motions, amendments or agenda put to a vote at the A.G.M. shall be decided on by a show of voting cards unless 5 (five) members rising in their places, and showing voting cards, demand a secret vote. A secret ballot shall then be taken. A simple majority shall suffice except in alterations to the Constitution where a 2/3rd majority of those present and voting shall be required.
